A VISION, VALUES, GOALS and Annual OBJECTIVES Are Important

Progressive, well run organizations have some or all of these written statements.

There are many documents that prescribe how our HOA must operate, but they don't offer and we don't have a written VISION satement, GOALS and OBJECTIVES. If elected to the Board, I will propose and volunteer to lead a process to establish a VISION for Four Seasons, GOALS, and ANNUAL OBJECTIVES to be used in the preparation of our 2026-27 Annual Budget.


  • The first level of requirements are in the California Davis-Stirling Common Interest Development Act (Civil Code 4000 et seq.) which regulates the operation of HOAs.. It regulates operational aspects like meetings, elections, and finances. It controls voting, assessment collection, budget disclosures, and dispute resolution. HOAs, including ours, are incorporated as non-profit mutual benefit corporations overseen by a Board of Directors.
  • Our 2021 Amended and Restated Declaration of Restrictions provide the next level of very specific requirements and restrictions stating that, "The affairs of the Association shall be managed and its duties and obligations performed by an elected Board of Directors as provided in the Bylaws." 
  • Our 2021 Amended and Restated Bylaws provide the third level of specific requirements. Among other things, the Bylaws state the requirements for our Board of Directors described in other pages.
  • The next level of requirements are in the Rules and Regulations that set expectations for homeowners, and the 2022 Architectural Rules and Regulations that govern homeowners' changes to the exterior of their property.
  • Finally, there are policies such as the Residential Club Policy, Board Committee Charters, and required forms for various purposes.


These are certainly a lot of things for the Board, and for homeowners, to know and follow. One might argue that Directors' and Management's hands are already full to the brim. Just keeping up with the requirements above and dealing with day to day issues is more than two handfuls. Is it even possible to add something else? There should be for our survival and long term growth


That would be a VISION, GOALS and OBJECTIVES. A VISION is a clear, aspirational statement defining our long-term goals and desired future state, typically 5–10 years out.  It serves as a guiding star that inspires everyone, aligns strategic decision-making, and communicates the purpose and philosophy to stakeholders. 


A VISION is accomplished by setting GOALS, broad, long-term, and aspirational statements outlining the "what"  and "why" of a desired future outcome, accomplished by OBJECTIVES, specific, measurable, time-bound, and actionable steps (the "how"). GOALS provide direction, while OBJECTIVES are concrete milestones that make tracking progress possible..
