Paul Lavigne Running for the Board of Directors

Each page in this site addresses one significant aspect of Board activities, provides information about how these activities are currently conducted, identifies opportunities for growth, and offers my proposals for doing so. The specific proposals are summarized below by page. I have offered in many cases to lead implementation of what I propose. These one time enhancements should be able to be accomplished during a one two year term, If elected to the Board, I will serve just one two year term.
If elected to the Board, I will propose and volunteer to lead a process to establish a VISION for Four Seasons, GOALS, and ANNUAL OBJECTIVES to be used in the preparation of our 2027-28 Annual Budget.
If elected to the Board, I will advocate for the Board to provide a Position Description for each Officer and a Director, and I will offer to draft them with input from them and FirstResidential.
If elected to the Board, I will propose that the Board consider:
1. Updating all Board Committee Charters for consistency
2. Developing an Annual Budget for each Committee based on the HOA Budget
3, Tracking recommended Committee Spending vs. its Annual Budget
4. Strengthening Committee Reports at Open Board Meetings
5. Relying on Committee Minutes and Board Reports, not Liaisons' reports
6. “Zooming” every Open Board Meeting to homeowners
7. Posting Committee Charters and Minutes on our website
Implementing these additions might increase homeowner interest in and knowledge of the conduct of the Board’s activities and encourage them to remain more involved.
if elected to the Board, I will propose that the Board initiate a Communications Committee to plan and evaluate our internal and external communications. I will offer to develop the Charter in consultation with others.
If elected to the Board, I will advocate for the Finance Committee to report at every monthly Open Board Meeting and submit an article for every month’s Hemet Herald.
I elected, I will advocate for the Board to identify the YTD Net income (loss) at each Open Board Meeting and to provide a great deal more explanation and discussion of our HOA’s financial status as the year goes along.
I believe these additions to our Board’s practices will educate residents about our finances throughout the year with very little time or effort, identify any potential issues in revenue or expenses at the time, and better prepare us for the inevitable annual monthly fee increase.
If elected to the Board, I will advocate for a term limit. Having a term limit guarantees open seats; knowledge of this may encourage more homeowners to be interested in Board service. In my extensive board experience, fresh faces coupled with institutional memory normally results in a more energetic, innovative, and productive board.
